The information below provides a summary of the revised Wayne County E-911 Operational Surcharge, remittance instructions for Wayne County Providers and service districts. These changes are effective as of 7/1/2008.
SUMMARY OF REVISED WAYNE COUNTY 9-1-1 OPERATIONAL SURCHARGE
TO: Wireline, Wireless and VoIP Communications Service Providers
RE: Wayne County Michigan 9-1-1 Operational Surcharge
Pursuant to the Michigan Emergency Telephone Service Enabling Act, 1986 PA 32 as amended, 2007 PA 164, MCL 484.1404, et seq., on April 14, 2009, the Michigan Public Service Commission authorized a Wayne County 9-1-1 operation surcharge of $0.42 per communication device, effective July 1, 2009.
The $0.42 is assessed on all wireline, wireless and Voice over Internet Protocol (VoIP) customers in Wayne County (MCL 484.1401b -). The county local charges are determined by individual counties and will vary across the state. For commercial customers that have multiple access points and multiple access lines, after the first ten access points/lines, there is a reduction of one surcharge for every ten access points/lines (MCL 484.1401b .
The local/Wayne County operational surcharge is collected on a monthly basis and remitted quarterly to the Wayne County Treasurer’s office. (MCL 484.1401b . Additional information on Wayne County remittances is found below.

The countywide surcharge may be adjusted annually on July 1, with notice to the State 9-1-1 Committee no later than April 1. (MCL 484.1401b ).
A monthly county-based technical surcharge is collected by local exchange providers (landline) as set out in MCL 484.140d (1)-(5). Technical surcharges are the providers fund to collect and keep or participate in the pooling agreement. Emergency Service Districts should not be receiving any technical surcharges. The provisions of the Act also provide protection to communication service providers for confidential information provided to the County regarding the number of customers (MCL 484.1401b) subject to the County 9-1-1 Operational Surcharge. This legislation will sunset December 31, 2014.

REMITTANCE INSTRUCTIONS FOR WAYNE COUNTY PROVIDERS EFFECTIVE 7/1/2008
The operational surcharge is $0.42 per device and is assessed on all wireline, wireless and VoIP devices in Wayne County. For commercial customers that have multiple access points and multiple access lines, after the first en access points/lines, there is a reduction of one surcharge for every ten access point/lines.
The technical surcharge is $0.21 per device.
Remittances to Wayne County are for the operational surcharge only.
Remittances may include a 2% non-billable fee subtracted from the total due.
Remittances are to be made in quarterly payments:

Wayne County is the only county in the state of Michigan that has four emergency service districts and remittances must be totaled by district.
